    Launcher Error - http://frontier.ffxiv.com/version_4_0_win/index.html?rc_lang=en&time

Hello! Whenever I open the FFXIV launcher, I'm greeted with this cheery error.

Googling the issue tells me the problem has something to do with the service that handles the launcher, Frontier. I've tried a number of suggested fixes, including...

    Pressing yes.
    Pressing no.
    Restarting
Turning off my antivirus (Avast, Windows Defender)
Whitelisting several IP addresses (from 2015, before the server move) and "http://frontier.ffxiv.com/*" in Avast's "exclusion" menu.
Changing my default browser from Chrome to Internet Explorer
    Clearing my cache in Chrome
Running the launcher as an administrator.
    Changing FFXIV_BOOT.cfg (C:\Users\[me]\Documents\My Games\FINAL FANTASY XIV - A Realm Reborn) B4EulaAgreement from 0 to 1.

... To no avail. The web address frontier.ffxiv.com is giving me and others 403 errors, which may indicate a serverside issue, but I'm posting here to be thorough.

Thank you in advance for help.

    Hello Jrbn,

Based on the information provided, we have come to the conclusion that a complete reinstall of the game may be necessary. Please uninstall Final Fantasy XIV from your computer. Make sure to delete any remaining FFXIV files from your computer, including any potential files in your ‘Documents’ folder. Then reinstall the game from scratch. If you need a digital version of this, it can be found here: http://www.finalfantasyxiv.com/playersdownload/na/. Any updates or expansions will be downloaded to your computer once logged into the appropriate account.

Thank you for playing Final Fantasy XIV!

Clear the cache (Temporary Internet Files) in Internet Explorer. You said you cleared them in Chrome, but the launcher is actually using IE.

Clear that cache and you should find it loads again on the next try.
