    I can't help but wonder if lack of budget is the reason why the support team/GMs have been so disappointing when it comes handling practically anything other then social issues.

    PvP win-trading/griefing, botting, and hacking are really not things that should be persistent issues coming from the same individuals for months or even years on end in any MMO with a properly-staffed enforcement team.
