100% this!Blizzara is an instant-cast SELF AoE. You aren't casting it on yourself. It always hits around you. You can't cast it on a mob. It activates around you regardless of who/what you have targeted.
Fire is a Target AoE. It hits the target as well as any nearby enemies. Thus you cannot cast it on yourself.
Thundara is an instant-cast single target spell. It hits a single enemy target, and thus like any other offensive spell it cannot be cast on yourself.
