XIV as we know it was built on the bones of 1.0, a system that was created with a different goal than the one we've been playing since 2.0. That's why there are a lot of seemingly arbitrary restrictions and limitations. XIV's character creation works well enough for its indented purpose - creating a distinct player avatar- and will likely not be changed or updated in a significant way this late into the game's lifetime. It probably frustrates the devs that they can't give players what we want in they way we want it most -happy customers stick around longer and pay more after all- but the code limitations are very real. We're basically still paying for 1.0's poor design vision plus the mad scramble to salvage it and will be for years to come, regardless of how successful the game is. It's unfortunate since I'd love to have more face, height, and build options for my character too. But I have zero expectations that I'll ever get to customize every detail I want in this game.
