Not liking an answer doesn't make it not an answer. SE said that servers would be closed/re-opened based on population. They do not need to give constant (or any) updates. When the population decreases enough for the server to be open.. it will be opened. Them saying every month "not there yet" "not there yet" "not there yet" would be a pointless waste of time.

Not sure what census that is because the latest census from 12-1-17 said that Balmung had at least 3.5k more than Louisoix which was 2nd.

What I linked was the December Census. You may have been looking at the November census, I doubt they'd actually have it out and done on the first of the month.

As a side note, I really do not think it a wise choice to unlock Balmung the moment it's more inline with other server populations, seeing as we do have people who did leave that want to come back. We don't know how many and we could end up with the same exact problem the moment they open it up again. It'd probably be better that they unlock it and just not say anything, that way we won't end up with an anticipated floodgate situation. They should also hold off till afer the release of 4.2, because there will be a mass influx of players on patch day, which is (usually) the norm.

I haven't forgotten about the original house prices. You suggested selling a house for 500% markup. I mentioned that's a no-no in SE's eyes and can be reported. Doesn't matter what housing originally released for if it's not what the particular seller bought it for.

Until NA stops having servers with under 5k active, I don't think we'll even see a new server pop up either. What makes things tougher with the census is that its numbers are still only based on what they deem "active" players. Ones that show some sort of progression. A lv15 alt used just for RP probably won't make it on their list more than once. Especially if said character is only used casually and doesn't need MSQ completion or glamours, etc.
While we'll probably never get the numbers, I'd love to see SE release a chart with active connections in a 24-hour breakdown for each server. My guess is Balmung is still staying over that over 10k too-many-actives lockdown all of the time.
It will continue to decline and eventually open up in another month or two. The concerning part? Consider the following. It may only be open for one day or one maintenance cycle due to the amount of people paying to transfer back in who had left for greener pastures and got disappointed. Many such situations have unfolded.
