This information isn't the most accurate as it relies on an in game achievement to determine active members, but currently Balmung has about 1k more active players than the next largest server which is Leviathan. A month ago when more people were still online that number was closer to 9k more, and it fluctuates depending on patch lulls and so on. Point being Balmung isn't the /only/ overcrowded server, but it's definitely the most crowded server of any data-center in terms of active users. (Though the amount of characters actually on the server is one of the lowest of all Aether realms, but I'm /fairly/ sure inactive characters don't stress the server all that hard.)

Okay, I guess we are doing this. Right now, it's not going to happen because the server is way too overcrowded. And what do you mean never in an MMO - other MMOs, WoW being the most popular example have locked servers before due to full servers. That's just how it is. Gilgamesh was the most recent server unlocked because their population has dropped. That's the only way that Balmung is going to get unlocked. There...the most basic answer I could give you. Only way around it is to utilize cross-world PF for instances, or they need to transfer off. Might have to accept that Balmung will never be unlocked.
Square has stated when they put these limitation in place that the servers only get unlocked when the population of them isn't as high. This doesn't mean the server needs to die, but it needs to let other servers possibly catch up. Gilgamesh is an example of a server that was also locked, but got unlocked when other servers started to catch up. It didn't get behind them, but others were getting up where Gilg's population wouldn't be deciding factor.
That's why Balmung isn't unlocked yet. We were so huge that removing a chunk of our active playerbase still isn't enough. It stinks. I get it. I don't like it either, but our numbers ARE going down ever so slowly. One day it'll come back open. Right now the Aether world's population is doing much better at being spaced around than it was in the past, where back in the servers like Zalera were almost entirely dead of population.
Not liking an answer doesn't make it not an answer. SE said that servers would be closed/re-opened based on population. They do not need to give constant (or any) updates. When the population decreases enough for the server to be open.. it will be opened. Them saying every month "not there yet" "not there yet" "not there yet" would be a pointless waste of time.
