Let's try it from a different point of view.
Shall we go back to the time when everything, and I mean everything(except Duty Finder) was bound by server? The good ol' days of ARR and early/mid Heavensward. Where the whole PF was for your server only.
It was great to be on an active server at that time. My old one, Moogle, had plenty of raiders, ex primal parties and glamour farm parties. However, I'm pretty sure that the servers with a lessser population didn't have that luxury. At least, not at that time. With the introduction of the cross-server Party Finder we suddenly had most of the groups available to us. No matter the server they were on. Which was great. But how will this effect you?
Simple! What's getting released soonish? The cross-server Linkshells and the cross-server FCs. Now, I know you said that that wouldn't cut it. And I, to some extend, agree. But it's a start, right? Well... No. It's an expension. Since they have announced the cross-server PF we knew we'd get cross-server Linkshells and FCs. But what comes after that?
My guess would be to be able to play on a server different from yours whilst you still stay on your server.* That seems to be the only logical step, doesn't it? Wouldn't that solve your issues? I'm sure it would. Well then, there you have it. An other option for you to take besides letting your friends transfer or starting alts somewhere together. You just got to have some patience.
Like others have said, Balmung won't open now, and probably not any time soon for that matter. It's best to have patience and wait it out.
As for interviews and the like, they all boil down to the same thing as well. You can keep asking for more sources, but you already have one at your disposal: Lodestone. If I recall correctly there's a list with all the congested/locked servers, that's the closest you'll get to 'This is how it is atm.'.
