The interview literally says nothing more than them having to lock servers due to over population and the like. What else could the reason possibly be besides "it's overpopulated so we locked it" be? What is the OP looking for? There is nothing to discuss. No one in this thread has any power over when it gets unlocked, nor do we have any idea on when that would be. To have a discussion about something that is this black and white is a ridiculous notion. It would just turn into either a Squeenix bashing thread, or what it is currently. There is nothing to discuss.
If that wasn't the answer, then people would be able to transfer/create characters there now, and this thread wouldn't exist. You're free to stop being purposefully dense at any time.

I can see it opening up in 4.2 at the earliest and later. They already opened Gilgamesh up and unless they lock it back up, it's population will grow just as big and they'd have no reason now to unlock Balmung.
When they first announced these locks, it just seemed like a way for them to soften the expansion hype causing server instability and double bonus of mitigating the amount of people rushing for houses later down the line. Just a tad bit more patience really. They'll open it in a few patches, if not the next one.

Seriously, can we lock this forum now? The question has been answered.

Regarding Changes in Congested/Preferred Worlds (Nov. 28)
After implementing World population balancing incentives, we have confirmed a shift in the number of active players in each World.
Due to the creation of new characters by new players and use of the World transfer service, the status of preferred and congested Worlds has changed.
We thank you for your consideration and understanding as we continue our World population balancing incentives.
Based upon the current population, we are changing the status of each of the following Worlds as of today. We will continue to observe the number of players logged in and change the status of Worlds periodically in order to balance the population among Worlds.

Merry Christmas and Happy New Years.

Let's try it from a different point of view.
Shall we go back to the time when everything, and I mean everything(except Duty Finder) was bound by server? The good ol' days of ARR and early/mid Heavensward. Where the whole PF was for your server only.
It was great to be on an active server at that time. My old one, Moogle, had plenty of raiders, ex primal parties and glamour farm parties. However, I'm pretty sure that the servers with a lessser population didn't have that luxury. At least, not at that time. With the introduction of the cross-server Party Finder we suddenly had most of the groups available to us. No matter the server they were on. Which was great. But how will this effect you?
Simple! What's getting released soonish? The cross-server Linkshells and the cross-server FCs. Now, I know you said that that wouldn't cut it. And I, to some extend, agree. But it's a start, right? Well... No. It's an expension. Since they have announced the cross-server PF we knew we'd get cross-server Linkshells and FCs. But what comes after that?
My guess would be to be able to play on a server different from yours whilst you still stay on your server.* That seems to be the only logical step, doesn't it? Wouldn't that solve your issues? I'm sure it would. Well then, there you have it. An other option for you to take besides letting your friends transfer or starting alts somewhere together. You just got to have some patience.
Like others have said, Balmung won't open now, and probably not any time soon for that matter. It's best to have patience and wait it out.
As for interviews and the like, they all boil down to the same thing as well. You can keep asking for more sources, but you already have one at your disposal: Lodestone. If I recall correctly there's a list with all the congested/locked servers, that's the closest you'll get to 'This is how it is atm.'.
*Disclaimer: This has never been confirmed and is pure speculation on my part. Would still be nice though.
Why is this thread still a thing. SE doesn't have to give us any info on what is currently going on with the server right now in terms of how many players are on it. The last statement said it was full, so that's all the word we have and most likely will have until they reopen it. Until it's reopened, take it as there are still far too many players on Balmung, and really do not expect it to be open soon. There is nothing else to be said here. No matter how many times you ask or roll around on the ground crying for it, their terms and conditions state they can withhold any information like this.
Balmung is actually better off in this state right now, other servers are becoming far healthier and Aether as a whole is alot more stable. They do not want people knowing ahead of time of Balmung opening to prevent planned mass movement into the server as soon as the gate opens which will set all of that back.
