Farm Ultimate for 3slot materia 345 weapons for all your jobs (per week)
Complete every single quest in the game (this is actually something I'm working on)
I'm sure there are other things to do too
Or sit in limsa 98.98% of your gametime like 75.8% of my server pop (not even sure what they are doing there and the majority are not even afk).

PotD Floor 200 run—okay, reasonable, but for those who have already made it to Floor 200? They may not be interested in doing it a second time.
PotD Floor 200 solo—literally impossible except for possibly RDM. They’re the only job that’s made it to the 190s, last I heard.
Farming relics would require jobs at the appropriate level and interest in the content. Even Zodiacs after being nerfed are still incredibly grindy. Same for Animas.
Gil cap—not really content. And there’s not really any reason to have gil cap because there’s nothing to really sink said gil into.
Max mount speed is obtainable very quickly by just doing daily hunts, A ranks, and S ranks. It doesn’t provide really any longevity.
Sightseeing logs and achievements—not really content, and some achievements are abysmal. Like the Centurio Tiger achievements—3,000 A ranks and 2,000 S ranks. Fulfilling achievements to a completionist level requires banging one’s head against some of the most mind numbing content in the game (10,000 FATEs, anyone?), and if a person isn’t interested, they just won’t do it.
Farming Ultimate is not a very good example at all. ~20 minute fight requiring perfection 90~95% of the time, and it would require a group of 7 other like-minded individuals. I don’t think even a lot of the world first groups for Ultimate would farm that fight 15 times for 15 separate weapons. It’s an endurance test, and some just wanted to do it once, get their title/shiny weapon of choice, and be done with it.
Completing every single quest is content... but some people aren’t interested in sidequests, or have already done all the sidequests for ARR, HW and SB.
Again, all these things listed require an interest in doing to retain subscriptions. If players aren’t interested in grinding out old relics, well, then what is there to keep them subscribed?

The cap will be gone as soon as the new tome-stones release. Currently creation tomes and 340 is highest Ilvl so it's capped until the next.
Do not confuse letter of the producer live with update. That letter is intended to tell us what is coming and what will change, etc but the date of the letter itself is x amount of time before the actual update.
When people say theres not content they mean theres not meaningful content for them personally to do. Yes theres always the option of going out to get all achievements, fishing log, gathering log, sightseeing log, etc. However, its not appealing to many people. They want things they can work towards and see tangible benefits from. Tomes are holding people back from progressing in a time where we really need alternative/horizontal means of progressing characters. Eureka and relics may alleviate that somewhat, but I think the archaic nature of tomes needs to be reevaluated so its not the same process for 3 expansions.
Doubling the tome cap and daily bonuses now would at least let us easily gear up multiple jobs before 4.2 hits, thereby giving players an actual reason to log back on before the next patch.

Idk I feel like the top tier tome cap should just be 900 per week normally. We don't feel it so much on sets that can be used by multiple jobs (However DRG has never shared armor with another class, only accessories that I recall and I believe NIN has followed suit). However some patches in the past had gear sets that featured a different set for each individual job.
I guess the devs want us to run Deltascape (Savage) to gear up our alternate jobs instead of relying on Creation tomes.
They do need to raise the cap. I'm only logging in for 3 out of 7 days a week for the tomestones. Expert, Trial, and Alliance get me 150 each day. It'd only get worse once I move into harder stuff, then it will be once or twice a week due to weekly lockouts.
Without timelocks, I'd be able to freely play up to 7 days a week and gear out multiple roles. Heck add it as a perk to the $14.99/month sub if needed. I have money, I'll spend it to play the game more.
