You can sell a plot, just don't ask to much over its placard price.
Of course if you discuss in private (/tell) and make an agreement that's your business and wont be a problem as long as one of you don't try to scam the other etc.

Be aware they are changing how plots are bought so how it's done now (i.e. selling plots) may not work the same after 4.2 is released.
Mhm, interesting. Well, I needed gil for 4.2 but I really didn't have time to grind it. I also had a small house in Shirogane that I ended up not using that much because of what I just said. I wanted to kill two birds with one rock but it seems that I'll keep it if it won't give me any profit. If selling it for the purpose of getting profit out of it is against the ToS, I'll pass on it then. Yes, popular "against the ToS" activities like parsing are a thing, but that only affects the player using it. Selling stuff on the other hand, involves other players and that's risky.
