I am really happy that they did not decide to use a lottery system.

Now my thoughts about the changes:

Negative one first: Its just bad imo that they restrict the release to FC first. This way there is only a really really small chance that you can earn a middle or big house as a personal character. Why not make it so that everyone can buy a house with release but only the small ones can be bought by personals? So this way someone that wants a personal house can at least try to get a small one.

    Good points:
    - The change to 1 FC and 1 personal house per world and account. Finally this one rule is here.
    - They also made a change that you cant buy a FC house if one character is part of a FC with a house. This means no alts can buy it even if you are not the FC master. This makes it sound to me that they will take houses away from those that already own more because I cant see how they would use the system? Since it needs something to detect that you already are in a FC with a house so how would they know if someone owns more than one but own them before 4.2 and who is someone that tries to buy another one after 4.2? I think this is also the reason why they even create an extra website about housing..(still kinda sad that a feature needs a second site to explain it..)
    - First I thought the restriction with minimum of four players is bad since people need three other players to even start a FC. But since you cant buy another house if you are in a FC with one per world, this would mean that you either need alts with you or have someone in there that will stay. (Not sure if you always need four people with you or if this is only for the purchase..)
    - The timer is great too. Finally this should kill the selling business..

I really like the changes. Its better than I thought and some rules are finally there that should have been there from the beginning. This is also the patch that will hopefully kill the selling business..Still bad for all those that wanted a personal house..especially the bigger ones. :/ Hopefully this is only just the first change but at least a better bandaid than normally.

Also for all those that stated that Yoshida is fine with selling or that selling is fine...well it seems that he stated how disappointed he was that people still sold houses even after he told that its not fine. So here you have it..its against the rules..even if its no huge profit and the timer seems to be especially there to prevent selling.

As it stands, it sounds like nothing is keeping somebody from forming a FC using signatures from three of someone's alts, then purchasing a house that way, effectively circumventing the housing restriction.

I think eight members would be a more reasonable number.
I first thought it too that this would be too low but it seems that you will not be able to get another house if any character on that world is in a FC that owns a house. So anyone that will help will not stay anyway since they would not be able to own a house themselves (or be with a FC that owns a house)

In the end this change will stop people from owning more than one FC per world so this is already a win. And we dont even know if the minimum number is only needed for buying it or if you need that amount all the time to even keep the house. If you need to keep the people than this will make it harder on them too.

Letter from the Producer LIVE Part IX Q&A Summary (10/30/2013)
Q: Will there be any maintenance fees or other costs for housing, besides the cost of the land and house?
A: In older MMOs, such as Ultima Online, there was a house maintenance fee you had to pay weekly, but in FFXIV: ARR we decided against this system. Similarly, these older MMOs also had a system where your house would break down if you didn’t log in after a while in order to have you continue your subscription, but this is a thing of the past and we won't have any system like that.
