The only way for a player to have more than one personal house is to use an alt character. This limits them to 8 personal houses per server. I'm not sure what the FC requirements are but am guessing it is the same so a single player could have a maximum of 16 houses per server. From my experience the numbers are more like a couple or few dwellings per player for the majority of multiple house owners.
