This is exactly what is wrong with it. This doesn't favor established FCs. This favors newbie grinder FCs that fall apart at a later point. It means don't bother trying to upgrade, even with an available plot, because you will never have it. It doesn't take years to have an established guild in a game only several years old. You need to give a reason why you prefer the boom and bust FCs get the green light by restricting others that have 40-50 million plus gil. They are plenty of dying out older FCs as well. They have little activity, but they may have had the credits from previous years. That sets a preference to a FC with little activity versus one with a lot more.
