Why would people trust the Warrior of Light blindly if they don't know them personally? I think it's pretty great that the Warrior of Light isn't blindly accepted everywhere - and he should not be, in my opinion, simply because he brings a lot of baggage with him in the form of biased allies and a considerable amount of blood has been spilled by him. Realistically, with Kugane being such a diverse city due to being a major trading hub and neutral on the world stage there should be first hand accounts floating around of the not so proud moments of the Warrior of Light's exploits, too. Such as when they inevitably kill or maim someone's daughter, brother or lover simply because they're in the way of their objective or someone hands them a sack of gil to go and do it. A plot point which is often glossed over, unfortunately and one I hope very much to see tackled in the future. It was handled exceptionally well in Final Fantasy Tactics.

As for the financial issues, setting up operations in a foreign land is hardly cheap...and neither is funding revolutions and rebuilding efforts.

As far as Yotsuyu and Gosetsu are concerned, I'm calling it now:

    - Hien will be honour bound to pass judgement on Gosetsu for his past service to Garlemald if he intends to do the same to Yotsuyu. He may end up exiling both of them due to pressure from his people and the loss of Yotsuyu's memory will be an additional complication to consider. We'll likely see an Echo vision of Yotsuyu's past. She may or may not come to feel sadness on behalf of her 'brute' should she regain her memory.

That's assuming she isn't just playing a trick in a last ditch effort to try and take out Hien, mind you.
