I can confirm -- I too have had the situation resolved.Posting on behalf of the BF:
Character: Eyliria Dawnbreaker, Ultros
Country: Brazil
OS: Windows 10
Game version: PC
ISP: VIVO
Problem: Unable to access any SE-related websites, unable to launch FFXIV, receiving "A system error has occurred: -214669211. http://frontier.ffxiv.com/version_4_0_win/index.html?rc_lang=en?time=2017-12-15-03" and pretty much in the same boat as other posters here.
He uses Ping Zapper and can't access anything, but switching to Tunnelbear helped. Still, it's not an ideal situation, since this is really only a temporary fix.
