As a matter of fact, there is nothing they CAN do short of buying your South American ISPs, because it's not on their end. So don't get mad at SE because you can't login. All you can really do is continue to take it up with your ISP. There's gotta be some way of getting in touch of someone who isn't a lowly rep.

Square certainly have some kind of DDoS protection service or else they would be down very often and what I mentioned is how DDoS defense works. "When a DDoS attack is detected, firewalls can shut down a specific flow associated with the attack, but they cannot perform antispoofing on a packet-by-packet basis to separate good or legitimate traffic from bad-action" But I agree with you that there is not much we (or square) can do to solve this fast.
