Dragoon lvl 70 Action: Nastrond not Accessable After Quest

I've completed the job quest mission "Dragoon Sound" and I should have unlocked the action ability "Nastrond", it was part of the reward from the quest. The ability remains locked to me but I meet the criteria for it at lvl 70. I think I may be bugged as I had a similar issue with the "Mirage Dive" ability at lvl 68, but I was able to claim it later at lvl 69.

Mirage Dive is usable only after you use Jump or Spineshatter Dive, and if you use it during BotD it will also grant you 1 Dragon Eye stack.
At 3 Dragon Eye stacks you can use Geirskogul to activate Life of the Dragoon AFTER WHICH Geirskogul will be replaced by Nastrond, allowing you to use it.
