The problem with saying that Eureka was planned to be released in 4.15 and was delayed is that now SE is saying that Eureka is planned to be released in 4.25. What if it gets delayed again? They also aren't saying much about it except that the Relic Weapon/Armor is built in it and that it has some type of progression system that only works in Eureka. The other thing they've said about it is that it can be played both solo and with other people and that it involves killing special monsters. A lot of the playerbase is starting to think that Eureka will be nothing more then a glorified Diadem (with relic weapons/armor given as incentives to play it) and that it'll be delayed again until the 4.3 patch cycle comes around. Until SE manages to give concrete information that distances Eureka from Diadem-like content (and PotD-like content come to think of it) and gives us a solid release date, I don't see any reason to actually get excited about the SB relics.

'Cause seriously, if I had to do Diadem to get a relic weapon... I honestly would wait until the next expansion so I could at least get exp out of it for my classes. ARR and HW relics are mainly tomestone farms and I can do that on any class that can get the correct tomestones and a whole lot of other beneficial stuff (Exp, drops, etc.) In fact, that's what I did. I leveled several jobs from Lvl 50 - 60 by grinding out relics for other jobs. Now, maybe that'll look different when I've got all the combat classes up to Lvl 70, but it seems like a really bad idea for SE to make players not be able to do that.

Long story short, I think SE has really screwed up with the non-raiding crowd by delaying the relic weapon this long. Currently, all the BiS gear is locked behind raiding or farming capped tomestones. So once the capped tomestone grind is done for the week, what else are the non-raiders supposed to do?
