Yeah sadly this does not get better. :/ Sometimes I lose my target eventhough I did not hit a wrong button. Also I got the feeling like the egi skills are reacting even slower than usual too. I also hit some of my skills and they "go off" but dont really do anything..once I even lost three stacks thanks to that...maybe I just notice this more since the problems started or maybe its something that is only happening recently but its still annoying..

And yes crafting with macros is bad too..

Yup has been, find tanking feels slower somehow when needing to hit the skills

I've still not experienced anything, or friends of mine. Sorry for the guys who are, no idea why we haven't must be really lucky. I've been on solid past 4 days in dutys etc.. Weird.

Yes I've also noticed the nasty spikes since patch 4.15. They are persistent and happen every day. They are more noticeable during dungeons. Ping stays around 50-60ms but the spikes are hard to tracert. You just don't know when it will happen. During dungeons everything stops for 1-2 seconds and I lose my chain skills when it happens. My friend who plays with me also report the same and we have different ISP and routers. Something went wrong after patch 4.15.

Change your ISP will change nothing unfortunatly. There is a problem with a route. Different country have the same problem (mine included) and i've the same traceroute than the one you showed, it's the problem :/
SE need to see about it and pray to change the route or repair the deficient route.

Me and a few friends have been noticing these spikes as well, haven't had issues before. Hopefully it'll get fixed when 4.2 hits or it's going to be quite annoying during raids.

Orange is another ISP and they don't have these lags and spikes nor the same route. It seems some ISP choose to pay for 'cheap' routes or cheap peering (Free is known to be one of them, they have the worst bandwidth to many content providers ie Netflix)

Sweden here. I have no problems what so ever. I tried with both TDC and Telia (ISP)
