    They treat the beginning of every expansion as a sort of reset on player skill, despite what we want them to. You also have to remember that there will be new people that will use story and level skip tomes upon buying the game to get to ShB, and that they would have NO idea on how the game's mechanics work. Also, iirc, the only trusts they have atm are the ShB version Scions, which only exist in ShB, and thus can only be used in ShB (specifically Thancred as GUN Tank, Y'shtoya as BLM DPS, Urianger as AST Healer, Minifillia as surprise DPS). And apparently the trusts you can take into dungeons vary by which are available story-wise when you reach that dungeon.
