The problem is that we know that primals change their look depending on the summoners. So why should the current Ixals, who never really knew the old Garuda, summon her as that and not as an overgrown Ixal woman? Yet Titan and other male primals (Ramuh is the only one looking more human) are way more beastly.

I'm sure they just say that for lore reasons but won't really bother designing another version of that Primal.
I'd also say they try to keep the designs similar to past FFs, particularly FFXI (only true to ARR Primals) because Garuda and Titan from there compared to here are almost identical, so still I think it's only true to Lakshmi which you gave good points for.

Not that I am disagreeing btw, I also want to see things done differently like another humanlike male Primal though, kinda like FFXV Ifrit.
