I think Yoshida just doesn't understand that leve's were done for experience, not for the story, and the kind of "It's a hunting season for Marlboros, so bring me five cadavers!" is more than enough.
Yeah, like the beat tribe repeatable quests, the story is very shallow (though it does attune well with the main overarching beast tribe story). Can go even shallower for it. Just a bit of flavour text, tell me what to do, I'll be happy. I'm with you, I don't get their reasoning either.
