As a business, taking money from unverified paypal accounts is really dumb. They have posted that some sites and groups check a box that requires linking of paypal accounts and credit cards to work, and there is nothing they can do about it.
Basically square has made it harder for someone to give them there money. Witch you think with all the things they keep adding to drain every dollar we got goes against that mindset
Not everyone has a credit card and some people make money from there paypal. Like myself.

A friend ran into the same issue two years ago with another game, I think it was GW2, and after confirming that I could still use my PayPal account (which does not have a CC linked, I don't even own a card) to buy stuff just fine with just my verified bank account linked they reached out to both PayPal's and the game's support.
After a lot of back and forth it turns out the credit card requirement for their account was implemented by PayPal because their system decided it needed an additional safeguard based on their risk algorithm.
Whatever that actually means, for all I know there never were any issues with payments or insufficient funds.
Not that finding out where the card requirement came from did any good, PayPal support decided they are unable or unwilling to lift the restriction so my friend had to find another way to make purchases in that game.
If you think for one second that paypal will let you continue doing such things without valid proof (such as a credit card or a bank account) you got an another flurry of headaches coming.
Like it or not....if your being asked to furnish a payment option as they say in industry...then you must do so.
Go get a prepaid credit card....its easy to do..and if you get the right kind..you'll be fine.
Or start using time codes if its a subscription issue.
Many merchants require to have a source to draw funds from in case your Paypal balance is zero.
Can be either:
- A linked Bank or Credit Union account. (You may have to verify it)
- A Credit Card or a Debit Card.
- A prepaid card linked to your Paypal account.

I used to pay my sub with paypal ( which is linked to my bank account , maestro card) , Now i can't pay with paypal ( i would've liked to change server too after my 2 month break ) but whatever...
SE always taking bad decision about payment... playspan disappeared > then paypal > then paypal disappeared > then reappear then credit card obligation now...
Take a DECISION and STICK TO IT .
I'll now keep buying timecards from shady website, no trouble SE , no trouble ,they're faster than your own Webshop ^^
Or go to MOnster Hunter online when on pc ^^ and spend 300+days there like i did here .... we shall see.
Ps : And no , i'll never take a credit card, who's dumb enough to pay 13% more in a restaurant or paying an online sub >.> i spent the money i earn , nothing more
I have found visa electron to be good middle grounds. For my end it works as.. is it callex debit card in English. That is it uses funds straight from my account. However for online payments it works as Visa and as such is accepted pretty much anywhere.

I can confirm as of 3 minutes prior to posting this that you CAN add crysta to a SE account with payment from PayPal without a linked credit card.

I've bought Crysta with Paypal ever since it became an option. I don't have a credit card (just an attached Bank Account.)
Paypal worked six months ago, three months ago, and last week. Absolutely nothing has changed for me and has always worked as intended. (Canerdian customer.)

I've used my paypal account to pay my sub until 4.1 ( took a break came back for 4.2).... Stuck on moogle now , can't change serve and i have to go through shady website to buy a timecard code so i can play ....
i'm getting really tired of ffxiv , not because of the game , but because of the stuff i have to go through to pay my sub....
i've been playing for 3years now... and SE change 4 time their payment methods...
