Dissipation is more useless in SB than it was in HW and finds really niche usage at all, and that's not because it's "much stronger than it was" but it has more cons than pros.
Not sure how the shared actions bog down either of the SMN or SCH in all honesty. Lore wise they both have the same beginnings and won't change, even if the jobs seperate they will still share certain actions. Although this type of system won't ever be repeated by SE, they have finally balanced them out now and no point in trying to fix something that isn't broken.
