Since each of these hit exactly as many times as they appeared to in 1.x, I'm guessing they just figured it wasn't worth calculating the crits separately, or might eventually favor crit-dependent classes (imagine if Bard Repertoire generated from all crits, rather than just periodic tick crits), and decided then and there to change them all for simplicity's sake, rather than create a reason for a multi-strike and single-strike ability of the same total damage to have some inherent difference.
