doubt it, WAR have better dps and shake it of is much more flexible that divine veil and PoA, the 90 seconds recast is pretty strong to be up on every important raid aoe and can be buffed to be even stronger with the cds you dont need on that moment.

WAR is on par of PLD, cover and intervetion are good tools but no fight is desing to have those in mind and WAR can cheat many tank busters and mechanics with holmgang so no, buffing DRK to dealt more dps that WAR and keep the current utility will be more balance that is right now.
