Eeeew def not this game is not built for PVP. For one it is way too slow combat wise to even be considered enjoyable pvp. Also if you remember XI and how well pvp worked in that game you would realize this game is going to be no different. If you want pvp go play a pvp game, FFXIV sure as heck is not one of them.
