Massive Slowdowns and Stutters since latest windows update

Hello, I'm running FFXIV on a geforce 1080 in dx11 borderless window mode with the latest drivers. Ever since the last windows 10 update I've been having massive slowdowns and stutters in the game.
This used to happen when I had youtube videos running in the background, but tabbing out and back in also used to help with that - not anymore. And now these slowdowns are even occuring on other things, like windows pop-up notifications.
The only way to get rid of the slowdowns is to run the game in fullscreen, which is a real hinderance for playing an mmo.

which version of windows is it. I think 1703 is the latest but it's actually been around most of the year.

If you're running version 1703 ( the creators update) that's likely the problem. because its quite notoriously bad for gaming pretty much all year. with millions of people suffering massive fps drops. driver conflicts, abnormally high cpu usage even while idle, longer start up times, memory leaks ad various other performance issues. you can literally find hundreds of thousands of pages on google for example this one on nvidias forum and this one on steam.

The general fix many gamers have done is revert to an earlier windows build and disable windows update with a few registry hacks and stuff. however it does seem Microsoft is working on slowly.
Some five months ago, users started to complain about a drop in framerate and stuttering performance in a number of popular games. Microsoft has now finally acknowledged that there is a problem, and has issued a fix for one of the issues.
according to this but that doesn't sound terribly promising either.

so if you're running 1703 your best bet for now is rollback or reinstall an earlier build.

I'm on 1709 right now. if there's no other way I guess I'll have to restore my system to a previous state then :/

Hello! Thank you for playing Final Fantasy XIV!

We apologize for any inconvenience you may be experiencing. The issues you are having in game may be caused by a variety of things. We would suggest lowering the graphic settings in game, as the intense graphics in dungeons can cause the issues. We also suggest that the graphics card are using the latest drivers for the card. Should you be using Direct X 11 and experiencing the issue, we would suggest reverting back to Direct X 9 to see if the issue still persists.

Thank you for posting in the Final Fantasy XIV Technical Support Forums.
Please let us know if your issue gets resolved and what resolved it, So we can further assist other players.
