Given the SB diminution of critical strikes, this would be a straight up nerf even accounting for mass-DoTing + Wanderer's Minuet.

Overhaul Army's Paeon. Instead of lowering weaponskill/spell recast timers, make the stacking effect boost crit rate by 1.5% per stack (up to +6% at full stacks) and boost Straighter Shot activation rate by +2.5% per stack (up to +10% at full stacks), a significant increase in Refulgent procs during this song. Considering most Bards open with Minuet opener -> Ballad -> Paeon -> repeat, this means that Bards are able to use Paeon to set up their next Minuet burst window with a powered up Iron Jaws before switching, and a higher chance of having a Refulgent Arrow proc ready as well.
Wouldn't the current Haste buff, if merely allowed to carry beyond Army's Paeon, already nearly do both those things, and with greater flexibility? 16% Haste = an extra 2 Heavy Shots (1.76 to be exact) per Iron Jaws at even an aversion level of Skill Speed, which would be slightly stronger than the 1.1 gained from a 10% Straighter Shot proc rate, while also having more direct damage and buffing all skill accessibility, rather than just Heavy Shot's usefulness. Let the stacks fall off one-by-one every x seconds after AP ends, and just let Army's Paeon affect all offensive abilities' recast times, instead of only weaponskills', and remove the "additional effects can only trigger once" from Barrage, and you'd be set.
