Just ignore them. I got shit on real hard by players when I started in season 2-3 (played on NA on a diff account) and it made me stop. But I really did play bad too, I was a monk who didn’t know what to do and was told several times to never queue again.I'm new to rank Feast and just starting out and don't wanna look like a total scrub. Is there any sort of strat or meta I should follow that most people expect to be the norm of things? The last thing I wanna do is appear on some random streamer's s*** list who I don't even know exists. lol
With the revamped system and a job that I enjoy but that everyone said was shitty (rdm), I became determined to climb with it to see if it was possible. But the biggest help factor was that I was part of a PVP LS with nice players that, except for spewing out salt when we lose, help and encourage eachother with every match. Playing on JP prob helped too of course with more coordination.
Are people that mouthy on EU? I suppose that's why chatting features are restricted in the Feast. :/
And yet in my alts experience they don't mind blacklisting and kicking players from duties just because they have E set as game language. In fact, they have server-wide naming and shaming lists if you do some research.
I've seen countdowns (target icons not /countdown) used in Primal matches all the time.
When everyone follows them, they're very effective!

I can't say I've seen anything like that happen in all my years playing, but naming and shaming lists existing on forums like 2ch don't surprise me, you'll see the exact same from us in the equivalent settings (i.e not here or somewhere like Reddit because these are extremely heavily moderated places). No one's saying they're all saints or something who will overlook everything you do, they're just culturally predisposed to prefer to badmouth you behind your back instead of calling you out on the spot.
It's kind of a moot point, because in the course of normal play you shouldn't have to interact with Japanese players in the first place. Feast has no chat now, duty finder roulette type duties are trivial content that can be done silently, and it goes without saying you shouldn't be joining their PF listings for savage and what have you if you can't speak the language.
For better or for worse, westerners tend to be less conflict adverse and more brash, have bigger egos, and seem more willing to get into fights or inconvenience strangers if it benefits them. It means you're more likely to see them doing things like trying to pull mobs for the tank as a dps, quitting roulette duties if they get one they don't like, early pulling hunts, trying to fight to be MT when they aren't the B tank in alliance duties, sneaking into clear parties when they haven't cleared (and don't even the speak the language).
Sounds familiar huh, all the things people complain about on western datacenters. The mentality there is just different, if they get a slow single-pulling tank, they'll just grumble to themselves and put up with it without saying anything - things like that. That kind of civic mindedness might be a bit alien to westerners, so if you get the impression they treat E players badly - it's generally well deserved because someone doesn't know how to play nicely.

Yes, the countdown is becoming more common pratice among anyone experienced in Feast, be it JP, NA or EU.
JP also use "Hello" as a signal for Ranged DPS to their Melee friends that their burst is ready. Sadly in EU or NA Hello outside of the first one at the beginning of a match is considered condescending so the community is trying to determine what the 'Tell' may be. Even though it may confuse people with the Countdown macro, I tend to use "Everyone Attack". So far it still proves effective. If my allies are not using Countdowns (Typically the Melee DPS or the Tank if they're particularly aggressive are supposed to use them.) Ill hit the countdown just to give them indication of timing. Doesn't always work but when it does it can make a match fairly clean.
As a point of feedback a simple "Ready!" would be great to have as a quick-chat - hopefully that may be part of the upcoming adjustments as its a simple fix.
