Buff duration icons do not appear on HUD

Icons for buff durations that should appear at the top of the screen, including battle/crafting/gathering/food buffs, do not appear at all. However, they are active. I just can't see their duration.

This happens on one character only, it works fine on my other characters. I only recently starting playing this character again after a prolonged break, so I can't be sure how long the issue has existed.

I cannot play the game properly when I can't see how long these buffs last. Please help.

If you go into your HUD layout and select status info from the dropdown and then click the UI element settings button, is "display element" selected?
