As the above poster mentions, there is firm lore in the game why this particular Ebst cannot swim. We would need a new Ebst to be implemented in order for it to swim.
While Destati has given you an answer, the only alternative would be to get an upgraded version of it.
But that would likely bring the same solution that Tanks got for their mounts.

If it goes underwater then it has to fly, since they use the same animations(except the Falcon mount). This thing would be weird in the air imo.
What lore? We have flying Admantoises.... This game abandon lore since 3.xx. As it is, they can't even be asked to change the BGM of the Beastmen Mounts, to play their respected themes.
Speaking of things they can't be bothered to do... still waiting on my flying primal ponies and nightmare! Now that I've moved pretty much everything in to Heavensward (everything is 50+ now, including DoH/DoL), the mounts see almost zero use
As for this, unfortunately yeah, it's covered by lore. Though if they added a new elbst that could swim, they'd have to find a way to make it fly too. With flying Adamantoises as a thing, I'm sure they'd work out something.
White Mage ~ Scholar ~ PaladinBoi if you got kicked for the same thing in over 20 duties I strongly suggest you think hard on whatever the hell it is you're doing
As I'm sure you are well aware, it takes more than one person to be able to kick a player from a duty, so in all those instances there were at least two people agreeing they'd be better off without you tanking.
