Relics should be a tier below savage raid weapons and that doesn't mean relic weapons will be crap.

Also, what's killing raiding for me is NA pugs not coming to hard group content prepared and determined to learn/do mechanics properly let alone DPS doing appropriate DPS and cry how they don't want their performance measured and held accountable to it.
