Technically, naming your character Cloud Sephiroth and Sasuke Stark is a bannable offense. Realistically, though, it doesn't happen.

As has been said to death... SE's just covering themselves. As long as the copyright holders aren't complaining, nothing will happen. But SE does have to put those notices up so they are covered.

Character names would be a trademark, not copyright, issue.

As stated in the Live letter announcing Perform's release:

However, please make sure to perform music that is FFXIV-related. We don’t mind if you’re using it for personal use; however, if songs and music from other titles are being recorded and uploaded frequently, we may have to remove the feature, so we would like to ask for everyone’s support...

Also, SE could technically pull any video containing any scenes, screenshots, music, etc. from the game.

I totally don't understand the issue SE has with this. Since you can't macro perform you're technically playing the song yourself, perform is just the instrument you're using. It's equivalent to going to the guitar shop and picking up a guitar and the sales guy telling you that you aren't allowed to play Led Zeppelin songs because they don't have the rights to those songs.

Those are completely different scenarios lol. You are "allowed" to play any song with the Perform ability just as you are "allowed" to play any song in the guitar shop. The problem here is when people are uploading their stuff to YouTube or other social media outlets where views can equal money off of someone's intellectual property.

I don't understand why this issue is confusing some people when SE specifically said not to post Perform renditions online. Then people decide to do it anyway and the community wants more insight into this? They literally said this weeks before the patch came out and even updated the FFXIV License Usage following patch 4.15:

Yes, we all signed an agreement that only FFXIV songs could be played, but their reaction to this is still not logical, people do covers all the time.

See, that's what I frankly don't understand. I get why Answers and the like are forbidden, and why outside songs are as well, but their older games? It can't even be because they were Squaresoft back then because they retained all the rights to their old content from before the merger.

Welcome to Japan. Though Nintendo isn't the best example because they're the same company that will copyright claim any of their works, even if it's just a few seconds of footage on a review. They're also the company where their NA and JP offices are at odds, with one being alright with Fair Use and the other only being alright when it benefits them.

No, the players who are ignoring copyright issues are the ones shooting themselves in the foot as SE has already stated they will remove perform if this happens a lot.

I will say it disappointed me greatly to know we'll never get a FFXIV version of Weatherstock.
