Unlocking Balmung doesn't necessarily mean that everything has to be unlocked. They can lock transfers, and limit character creation (like they already do on some of the other big servers).

And even then, unlocking it doesn't mean that everyone will swarm back to the server, considering that didn't happen when Gilgamesh was unlocked.

So you're saying if balmung even partially opened, you wouldn't be telling friends to who left to sneak back in? Or to those that left to sneak back in? This is the biggest rp community in the game we're talking here. Gilgamesh is the reddit server and some shady stuff happens on that server that can't be explained. At least we can fathom reasons behind ERPers.

Balmung being partially opened would be something that'd get announced on the lodestone. There wouldn't be any "sneaking". How would they even be "sneaking" back in without server transfers?

I'm not even sure what you're trying to say here. Gilgamesh was the server with a high amount of hardcore raiding going on, which caused those type of players to gravitate towards that, causing it to become too populated, and be locked. Now that it has been unlocked, it's population hasn't suddenly surged back to where it was previously.
