A census isn't an official thing by SE, typically it's a 3rd party source and is never accurate, I trust SE's judgement for something like a full server.

The only way people are going to get this server or Gilgamesh unlocked is if they start moving off server, plain and simple. This isn't a complain about a class/job being too weak or too strong, it's not something you can browbeat SE into doing.
