How do I move UI in Rival Wings?

I can't seem to move the time/tower HP bar and the new Alliance menus at all... I feel like I'm completely missing something here

Under your Hud Layout, the Duties button. It'll show you the scoreboard and such as clickable objects.

What about target filtering? I press X to select my target and it always selects friendly npcs, even when they are not on the screen. I've tried the filtering when weapon is drawn too.
