Paladins don't prefer to heal themselves. However, they prefer to survive, no matter the reason. It's just another survival skill, not that different from the cooldowns. Except spammable but at the cost of being MP intensive and on global cooldown.

If a paladin uses their heal when their HP is getting quite low, consider it a boon. It just means that you have that bit of opportunity more to finish that cast of Holy or whatever.

Don't want paladins to heal?! Go with a fixed party, or at least with a tank that you know. However, in a random party, it is frequent enough for healers to either be too late with heals for whatever reason (like, them not sticking to the tank when he's pulling multiple groups, because apparently using sprint is too hard, or them not wanting to stop their cast of damaging spell to heal). It is better from the tanks standpoint to heal themselves and give the healers that bit of extra time, than wipe if they won't manage to get "in their game".

Though, yes, some paladins go too far healing themselves before they even reach half life. Then again, there are healers that heavily overheal. I guess those are the same types of players.
