So is this problem back or am I just an unlocky one?
Wasn't in-game or on my ps4 at all when I had a small power outage. When I finally decided to log in I had a 24 gig download waiting for me.

Never EVER use rest mode for this reason. If you lose power, you are gonna lose data, regardless of what game it is. Best bet is to completely power down the system if you are not using it.
That's the weird thing though, I wasn't on rest mode at all. Or at least I'm pretty sure I wasn't unless I missed the 'power off' button.I only ever put it on rest mode if I have a game to download/update.
Did you physically shut it off or did you do it though the in system menus? If you physically shut it off without doing it though the system menus, that will cause data corruption in the system as well. Also, just as a precaution, completely exit the game and go back to the PS4's root menu (the screen with all the game icons) and don't shut it down while the launcher is still running.
OMG!! I didn’t post this because I knew it was “fixed” and I naturally assumed it was my mistake somehow... It happened to me a couple days ago when my wife threw a breaker switch by accident. Regardless of rest mode or power down, being in or out of this game, FFXIV is the only Game EVER to be lost by the misfortune of momentary power loss.
Then you are incredibly lucky
Just had this happen to me. Had my ps4 pro turned off through the system menu. Went to turn it on and BAM! 24 gigs. 3 hours. The hurt.
