when i lvled armorer i got lvl 40 and 45 leves. id hold on to to lvl 40 ones and jsut the the 45's. after doing the 45's go back to counter. the counter would normally give me at least 1 more 45. the in the rare occasion it didn't id do the 40's and repeat the process. also for the easy ones just hasty hand them and the xp bonus is worth it.
