Honestly, it's so far away that it's likely that SE themselves don't know exactly what they're going to do with this.

Judging by how drastic the changes seem to be, I really doubt we'll just be "logging on as usual" as it's almost like a new game entirely. We'll probably have the starting cutscenes and maybe even tutorials all over again which I'm personally more than fine with.

It's not that far off... and it takes a long time to plan things like this. If making a nice cutscene is in there plan, they need story boards, designers, voice actors, yada yada and lots of time to get that all together.
