    How I unlock Ulan NPC?

    I looked page....

    I need do "A Dream Fulfilled" But, I don't get this quest.

    How? Old HW anima weapon? I never done this.

    Since I need Ulan's trade itmes. If I unlock this.

    I have quest "Soul Without Life"

    For relic quests, you must first finish each previous step before you can move onto the next one. "A Dream Fulfilled" isn't even the next quest though, so I don't know why you're asking about it. Ulan and the "A Dream Fulfilled" quest have absolutely nothing to do with completing "Soul Without Life".

    "Soul Without Life" just requires that you do FATEs in each Heavensward zone until you get a particular crystal drop, then trade them in to Syndony on Mor Dhona.

    If you are on "Soul Without Life" you need to finish it before moving to the next quest, which is "Toughening Up." After "Toughening Up" comes the quest "Coming Into Its Own." After you complete that is the quest "Finding Your Voice." Only after you finish all of those quests, in order, do you get the quest "A Dream Fulfilled" which unlocks Ulan.
