I agree, synergy is not inherently bad as a system, just hard to balance and becoming harder the more classes are introduced. Also combo of synergy abilities in this game has an historic of being too strong, having its peak in the patches following 3.3's BRD buffs until Heavensward.

High damage is utility though. Because that's what most of the synergy skills are in this game. Damage buff to other players. Most of the mitigation skills were moved to Role to avoid X or Y job to be absolutely needed because of an specific skill. And they been balancing fights around it. Though this makes players saying they just want X and Y jobs because of a hella strong skill, even though that skill itself is not absolutely needed.

For example on high damage being good utility: WAR PLD was already a good tank combo and arguably the best before Shake Off changes simply because WAR had more damage than DRK, even though DRK had Blackest Night, which is a defensive utility. In the same way, big heals can be a utility, see current WHM. Meanwhile the two DPS jobs centered about having their damage as their utility are not the highest damage dealers. When party-wide buffs result in more damage if coordinated, raw damage becomes useful and desirable for lower skilled groups. The issue is that SAM and BLM are not high enough to compensate even not so well coordinated buffs making them undesired for mid-skilled groups as well. Which just reflects into low skilled groups parroting it as being an always bad situation. On BLM's case there is also the fact RDM shines more on low skilled groups.
