2% from Devotion by itself does not seem like much, but consider that 2% plus the 2% from Radiant Shield, plus it shares uptime with Stratagem, Trick Attack, Hypercharge, Dragon Sight, Embolden, and Foe Requiem.
THIS is why even the smallest percentage is a lot: party synergy. BLM has no two minute synergy. This is a big issue.
Classes that are able to maximize burst windows and minimize "coasting"/filler are generally stronger when everything well-timed and synergized, and the more the merrier as far as this is concerned.

Devotions 2% effect all as well but is still not more effective than f.e. TA even if it stacks with RS/Con. – thats why im wondering everybody call it "outstanding" these days... : /

It affects the exact same people that radiant shield affects. Physical dps. The RDM itself is the only one who gets magic damage up.
And as I understand they stack multiplicatively, not additively though I may be mistaken.

Nobody really runs double casters, so your comps are 2x melee + 1x physical ranged + 2x tanks or 1x melee + 2x physical ranged + 2x tanks or 3x melee + 2x tanks.
A good party should have 30~32k raid dps. Of those, 15k are the three physical dps and ~8k are the tanks. So your Radiant Shield falls on 23k raid dps, which accounts for roughly 75% of the overall party damage.
Just some napkin math to show how you can't disregard Radiant Shield because of your imaginary comp.
and here we go again with meta(s)... why do u think that all grps run with 3 or even more melees? my own static goes with dbl caster rang/melee and I know at least 2 other statics which run dbl caster - oh and btw how "meta" was the worlds firsts ultimate clear grp again? so... "meta" is worth a shit... you just can't generalize party comps to "whats bis is" cause there are enough grps which run out of meta-comps.

Devotion is 2% on 1/8 affecting 8 people, Embolden is avg 6% on 1/6 affecting 4-5 people. And the way buff stacking works, point is on embo. Plus I don't know if you play SMN but timing it is a bit difficult (come on garuda, it is AN ORDER). So please, devotion is not "amazing". It is good utility. It is as it should have been from the start.The sheer combined uptime. I'm unable to get in game but devotion not only increases damage but healing too; radiant shield is one of the longest physical dps buffs in the game and boss pending gives tons of added potency damage on top of that. Compare that to blm's nothing and rdm's 1/6 uptime (20s / 2 min) on embolden.
Radiant shield is very good, but only a little better than contagion if you play contagion right. I think the 50 attack works on a cooldown as well (won't hit 8 times if 8 people take an AOE).
So SMN has good utility, but not "amazing", otherwise it would have thrown off meta comp powerful synergy already.
What I find very true that DPS of SMN is 200 to 300 points too high right now and he needs a nerf (but a smart one, a ceiling lowering without affecting the base).
And the opposite for BLM, a 200 to 300 points buff (be it flat potency or a mechanic improvment)
On RDM, a buff also (100- 200 points ?) cause it is true he is treated like a bard while having nowhere near the utility if no one dies.
They ran Drg Nin Mch Brd for their dps comp fyi. To answer Karshan I'm not an expert on summoner. As I understand it the 50 potency is not an "on cooldown" thing: I've been lead to believe that its 400 potency if all 8 are hit, though I'm happy to concede if I'm wrong.
Also embolden's equivalent is radiant shield, not devotion. Embolden is 1/6 while radiant shield can nearly reach 1/2, on top of devotion every two minutes. That's before we even consider the 5% healing buff as well. Granted you're fighting a pet, but all of this is well above and beyond what red mage brings in terms of damage utility.

It's interesting because I remember reading somewhere that you "need" a caster for physical vuln down damage somewhere, but apparently not.
I'm a little on the fence for what they should do to diminish the physical meta but surely something should be done.
