    I play a lot of GW2 so the first thing that comes to mind is having map specific events that come up based on Fates done on the map. Have a big cool event, maybe even just a more difficult Fate with good rewards, spawn if other Fates are done in the area. Chains of Fates that have a series of events that lead up to the big one. Something that people would want to do that isn't like hunts where it just randomly spawns every X number of hours. Might be too hard to implement but that's what would get me to bother doing Fates at level 70 when I'm bored and looking for something to do.

    I've never played GW2 to know how it did open world content, but chain FATEs do exist.
    However, there's specific type of FATEs to accomplish to trigger the next one, instead of being an amount done.

    There are a few of those, actually. One, Ixion fate, led to a massive wave of server crashes while it was new...but once people got what they wanted from that fate, it died...

    People won't do stuff just for the sake of story. Even IF they do, most won't want to redo the story again. Especially chaotic, fractured ones like world events can allow. As far as people go, chains of fates are just multiple different, individual fates, that may at least require less walking between them.

    Fates need to give actual, competitive rewards. Either something "current", or something that is limited-use, like disposables (pots, food etc.) that cannot be gotten any other way and would be desired. Heck, giving a special-quality healing pots that have a cooldown separate from other pots would assure the fates would see people doing them, all the while not hurting the crafting classes (since their pots would still be needed alongside them).

    The major issue with all of the big events is that they give one-time rewards (gear that you either have or not, as you cannot even have more even if you'd want for glamouring different classes differently), or rewards that are tied to crafting classes...which can get them differently, anyway. Fates don't even really have that, though, except for very few. THIS mindset of the developers need to change. Among the rewards, there NEEDS to be something with maintained value.
