This. For Lavender Beds and Shirogane go talk to the Ferry man. For Mist and Goblet go to their 'exit' areas and try to zone out. It'll give you a prompt to go to different wards, pick one and then zone in. Once there you can also click the small aetherytes that are NOT on people's home plots to zone into a subdivision version of that ward that will give you another variant of the ward along with more apartments. Each ward has one subdivision on top of it's main division.
