Well at the moment the servers are throwing 2002 errors so while I wait for the congestion... sigh. I'll def take another look..I didn't see anywhere where I could "switch" to different wards or divisions for the apt buildings. Maybe its something only accessible from the boat landing outside and not from the inside. So I will look again, there may very well be apartments and its just bad UI design that I am unable to find them.
