Even tam tamara is forgiven cuse you can skip adds by pulling the boss.
Toto-Rak is not much longer than the other dungeons, if at all. However, it is boring, plain...and the slowing makes it a pain to deal with. There is 0 reason for that heavy-inflicting sludge. There is no mob or mechanic making use of it. It's just a plain nuisance. And two out of three bosses are identical, except for some hardly relevant adds spawned at half for the second one. And they feel like normal mobs with increased HP, too...That is why the dungeon SEEMS longer, despite it not being so.

As for the premade being sent into low level dungeons, as I wrote earlier, if there is no one that "needs" the party, then they will be sent to a random dungeon. If a party is completely premade, clearly neither of the four need any dungeon in particular (as shown by them joining the roulette queue), so they can get absolutely anything the roulette has to offer. As such, a premade party is the absolute anathema of a reason to not get low level dungeons with lvl60+ people. Or...that's what I believe.
