Can't interact w/The XLIII Mini Cannon but petbar comes up fine in Praetorium.. help!

Steps:
1. My character is unable to interact with the XLIII Mini Cannons in Castrum Meridianum
2. I have been in here at least 20x + and the icon does not pop up aftr the cannon is loaded
3. I click on it and nothing happens.
4. Yes it is loaded and glowing yet when i click on it nothing happens. I have tried diff ways on clicking on it but the task bar never comes up with the shoot icon on it nor does that glowy target circle you are supposed to get. There is nothing behind my task bars or anywhere else on my screen.
5. The XLIII Mini Cannon in Castrum Meridianum DOES NOT WORK FOR ME. I have tried everything, even move all my hotbars around looking for the hotbar possibly hiding under something but I can't find it and it doesn't pop up. HOWEVER, strangely enough I CAN interact with the Magitek armor in Praetorium and the hotbar for that does pop up and I can shoot at things.

One question.

Is someone else using it? If someone else is interacting with it you will be able to click on it but not interact with it or get the firing bar.
