    With regards to Gilgamesh, since a lot of the players tend to raid-log, it could be that SE is waiting to see what the server looks like once 4.2 releases the new Savage tier. If it's no longer what they consider congested, they may move it out of congested at that time. I'm sure they see log-in patterns for the servers, and if they've noticed the raid-logging trend for Greg, they want to wait and see if it will become active enough at 4.2 launch to either remain a congested world, or be moved to the regular servers. That's what I'm thinking they're doing, anyways.
